8.1 In an earlier section (§5.3) we noted Michel Foucault's observation that certain early modern texts advised that police ‘must ensure the state's splendor’, which is the ‘visible beauty of the order and the beautiful radiating manifestation of a force’ (2007: 313–14). He offered no explanation as to why the exercise of power in the state should be conceived in such terms. Perhaps he assumed that the splendour of the state, like the spectacle of the scaffold, belongs to an archaic form of power and that its remnants are today mere survivals in the face of a liberal governmental rationality. But such a view depends on the historical bipolar account of power Foucault attempted to reject in his lectures on governmentality. If ...
