The PELP Coherence Framework
Organizational coherence means that the various parts of a school district are designed so that they work in sync with one another to achieve district goals. This concept grew out of our work with the Public Education Leadership Project (PELP) at Harvard University, a collaboration among faculty members at Harvard's graduate schools of business and education in partnership with a network of urban school districts. Through this project, we identified five common managerial challenges that urban districts face as they seek to implement a strategy for improving performance:
