By August 1996, we had the experience of the field test under our belts, and the effects of the county bankruptcy had largely ebbed. The concept of early intervention based on our 8% Problem studies and field test findings was also drawing significant interest from many legislators in Sacramento, California's state capitol. We were able to convince our state senators and assemblymembers that the juvenile justice system could benefit from targeted early intervention aimed at those young people who we could show had the greatest potential to victimize society.
