Globally, over 1 billion people (1 in 7) have disabilities, and although they have the same general health care needs as others, they are three times more likely to be denied health care, and four times more likely to be treated badly within the health care system (World Health Organization, 2011). In the UK, 13 million people have disabilities and 4 million (31%) of them are living in poverty (Joseph Rowntree Foundation, 2020). In 2010, the Coalition government’s austerity policy (see Chapter 3) introduced changes to disability benefits with the aim of cutting the Department for Work and Pensions’ overall spending by 20%.
