Introduction to Tier 3 Instructional Focus

Bender and Shores (2007) state that Tier 3 involves highly intensive, specifically targeted individual instruction with even more frequent progress monitoring that may include placement in special education. However, not all three-tier models are alike; in fact, there are differences in models at every tier. Tier 3 also has major differences from program to program and from state to state. In some programs, Tier 3 interventions continue to be provided in small groups, whereas in other programs, Tier 3 interventions are individualized. Yet other programs allow Tier 3 interventions to be provided in small groups or individually.
