Hundreds of thousands of the nation's children are at risk of growing up in unfortunate, if not dire, circumstances. Most will miss one or both parents in their homes, and even many parents who are present will not give their children the supervision and direction they need. A large number of the children at risk will be neglected and abused by their parents or caregivers.
Unfortunately, many children will also find little real help from the current child welfare system that relies extensively on state and federal funds and on some variant of foster parenting to deliver what care is received.
