Ida Hydle, MD, is a senior researcher at the Norwegian Institute for Research on Child Development, Welfare, and Aging (NOVA) and professor at the Center for Peace Studies, University of Tromsø, Norway. Her contribution takes us through major historical developments in Norway, the country that is ranked as No. 1 on the United Nations Human Development Index.
At the request of the editors of this text, Hydle is translating the Konfliktrådet as the Conflict Council instead of the standard translation, Mediation Services. We prefer this translation to reflect the fact that increasingly the actual practice is based on dialogue and conferencing rather than negotiation between disputing parties, as the term mediation implies.
