Fractions and decimals have long eluded students, not just students with pervasive learning difficulties or learning disabilities, but also students who are average performing. With a goal of students preparing for and succeeding in algebra, the National Mathematics Advisory Panel (NMAP, 2008) concluded that students' difficulties with fractions are one of the largest obstacles for schools. Because of the continuous and widespread difficulty with fractions and decimals, RTI models must account for this potential trouble spot.
