Probably one of the major ways in which a consistent research programme can be carried out is for units, centres or departments in colleges or universities to establish their priorities and obtain private funding or be financed by government sources. Staff members will usually be engaged in research as well as having teaching commitments, although this can cause conflicts in terms of time.
