In the belief, and it may be true, that certain schools are reacting to what is believed to be increasing discipline problems with ‘zero-tolerance’ and ‘get tough’ policies (Arum, 2003: 194) it is essential to ask what difference they really make to the school climate. These draconian approaches serve the needs of some staff, usually those who are already and always have been operating in this way and want to demonstrate to outside authorities that they are wrestling with the problem (wrestling– big, muscular fighters running around a ring until the preordained result is achieved but little has really happened and nothing really changed).
