This volume examines the dichotomy between the two faces of South Asiaߟone poverty stricken and lagging in development, the other highly urbanized and growing rapidlyߟand tries to find a workable solution to bridge this gap. It looks at the many policy and institutional constraints that contribute to this dichotomy, especially regional conflict that has made South Asia one of the least integrated regions of the world.

The world has been witnessing the 25th anniversary of the advent of the South Asian Association of Regional Cooperation (SAARC) in 2009. With the conversion of South Asia Preferential Trade Agreement (SAPTA) into South Asia Free Trade Agreement (SAFTA) in 2006, South Asia is now looking for a Customs Union in 2015 and an Economic Union in 2020. Except Afghanistan and Bhutan, rest South Asian countries are members of the World Trade Organization (WTO) and have been practicing the Most Favored Nation (MFN) principles with an exception of India and Pakistan.
