Introduction

Security does not operate in a vacuum, but is embedded in broader regional or global dynamics. Thus, consideration of the Asian security environment and US–Indian relations must necessarily take account of the principal elements and factors that collectively constitute the ‘system’ in the region today.1 The regional system in Asia today is quite fluid and complex. New features are appearing while old characteristics (for example, alliances and relationships) are being redefined. As a result of this fluidity, no single characteristic is dominant.
