Organizations are collectives with a purpose. They exist to get things done (Barnard, 1968). Their purpose at any moment is reflected in the organization's agenda. This agenda of issues represents the firm's priorities (Dutton, 1997). The agenda is constantly shifting incrementally at its margin, however, in both the content of the issues contained within it (i.e., what is considered relevant to the organizational purpose) and in the relative priority of the various issues.
