Discussions of globalization frequently involve committed advocates of it or equally committed opponents or both, and there does not appear to be a middle ground between them. Both advocates and opponents tend to realize that they are making statements about the past and predictions about the future, and they generally do so in relatively black-and-white terms. This chapter makes a major distinction between two concepts, risk and uncertainty, but only infrequently is this distinction emphasized in the usual discussions and debates about globalization.
