Maximizing utilization of nursing personnel involves matching the nursing needs of the target population with nursing resources in such a way that cost-effective service is provided for the population and for individuals within that population. This is a challenge. Without a shared mental model to provide direction for defining the domain and boundaries of nursing and articulation of nursing with other health care professionals in the enterprise, it is an impossibility. It can be a source of frustration and misunderstanding among nurses and between nurses and non-nurse administrators. In this chapter, the interrelationship of population descriptions, nursing capabilities, and utilization of nursing personnel is discussed.
