The lack of an adequate definition of nursing reflected in most databases is a major impediment to budgeting and costing of nursing services. Nursing theory is useful in helping the nurse administrator to determine nursing costs and allocate resources for delivery of safe, effective nursing. Determining nursing costs is complex and necessary for developing appropriate budgets. Nursing theory can help the administrator meet some of these challenges. As indicated previously, nursing theory provides a basis for specifying the domain and boundaries of nursing and provides direction for development of the clinical information system and for establishing and measuring outcomes.
