This book seeks to define nursing at a management or administrative level. Persons on a day-to-day basis are responsible for and manage their own health care. When specialized knowledge, skills, and technologies are needed, services of health care professionals are sought. Health care enterprises exist to meet the needs of the community, and administrators responsible for providing these services collaborate with health care professionals and funding sources to ensure that quality of care and cost-effective services are provided. Planning and development of health care programs requires knowledge of the community's needs; the sociocultural, economic, and political factors influencing health and health care services; and the general personal characteristics and capabilities of the target population.
