Exploring the promise and limits of grassroots strategies for community organizing, development and planning, this book looks at how they can be used in the revitalization and maintenance of urban neighborhoods. The book presents a number of case studies from the United States, analyzing the reasons for success and failure, and concludes with recommendations in the form of a "tool kit" for planners and community leaders.

The previous chapter focused, for the most part, on planners, the planning process, and the role planning plays relative to neighborhoods and community development. In this chapter, the focus shifts to the neighborhood or community. The purpose of this chapter is to explore how neighborhood people can and do act to bring about neighborhood development, particularly to explore how neighborhood people become organized to take positive action. After placing neighborhood planning and community organization in the context of the modern American city in the next chapter, the blending of planners and their work and neighborhood residents and their organizations is then explored through the case studies in Chapters 5 through 8.
