The total number and the percentage of the population of children with a significant disability have never been greater. Early childhood educators are the first to refer most of these children for evaluation.
Prior to the 1970s, there was no uniform requirement for public schools to provide special education for children with disabilities. Passage of Section 504 of the Vocational Rehabilitation Act (1973) and the Education for All Handicapped Children Act (1975) changed this.
