Introduction
There have always been concerns about councillor conduct in local government. The temptations have been significant. Pressure created to award contracts to local businesses or to friends have always been present and represented in novels such as This Sporting Life by David Storey, Life at the Top by John Braine, and in the poetry of John Betjeman. The late 1990s were also dogged by a series of high-profile council corruption cases in Doncaster and Rotherham, where councillors were prosecuted for various acts of misconduct including accepting bribes for planning consents and for misusing council funds. Similar scandals have also hit some Welsh local authorities and agencies.
