Introduction
Much of the period 1979–1997 in local government was dominated by the impact of the introduction of privatisation into the delivery of local government services. The shock of this approach, in the imposition of privatisation on local government was possibly greater than the changes in working culture brought about by these processes within local government. Working with private sector and joint service delivery between local authorities had occurred before but the introduction of Compulsory Competitive Tendering (CCT) was seen as the embodiment of centralised control on local governance.
