In 1993, the number of inmates in U.S. state and federal prisons climbed to nearly 1 million—almost triple the 1980 figure. Some reasons for exploding inmate populations include stiffer sentences brought on by the war on drugs, mandatory minimum sentences, and more restrictive, if not repealed, parole policies. Nationwide, drug offenders made up 30% of newly sentenced inmates, compared with 7% in 1980. In the federal prison system, almost two-thirds of new inmates were drug offenders.
