Abstract
This chapter focuses on ‘whole system reform’ whereby all schools in the system are involved in improvement. The system is defined as whole states, provinces or countries and whole school districts or regions. System leadership is described at both the school and central levels, in that school leaders have an obligation to work with other schools and entities, and central leaders need to engage leaders at all levels in reform efforts. Specific examples are given in the chapter including a case study of successful large-scale reform in Ontario, Canada. There is a growing interest in how to accomplish success on a countrywide basis. This chapter identifies key leadership issues essential for success.
