As this whole volume is based upon the assumption that it is people who are the most important resources in an effective school or college, it is axiomatic that having the best possible staff in place is highly desirable. In strictly chronological terms, recruiting and selecting effectively is therefore the highest priority. In reality, most leaders will take up their roles and manage the staff who are already in post. They will have occasion to arrange for some to depart and to appoint others.
