Heads and deputies have important needs, yet Her Majesty's Inspectorate have found that provision is patchy. For instance, ‘the support programme offered by LEAs for new headteachers is characterized by inconsistency, with no LEA having good practice in all aspects and one-quarter of LEAs providing unsatisfactory support’ (Ofsted, 2002d).
