There is much interest throughout the world in the value and impact of professional development for new teachers, especially in relation to its ability to contribute to raising standards and improve retention rates. Research on induction from around the world (see for example: Villar and Strong, 2007) has found that carefully constructed and managed induction programmes – designed on the basis of outcome-based objectives for the participants and monitored for progress against staged targets for achieving the specified outcomes – achieve their goals. However, the relationship between government policy initiatives and grassroots implementation is key.
