This chapter presents and analyses the policy process that is sustaining a particular version of the school and the purposes of schooling. This is directing and shaping a mandated model of leadership in educational institutions rather than encouraging the development of educational leadership. In particular, I argue that there are competing versions of the performing school and the one that is dominating promotes leadership as a universal prescription rather than a context-specific professional relationship.
