Urban and suburban social movements target local governments. Individuals and communities often organize in efforts to influence their political leaders. When participants aggregate in significant numbers a social movement is born. In the past, such movements have mobilized around issues of renter's rights, community control of school boards, welfare rights, neighborhood policing and community redevelopment. More recently, the campaigns for smart growth and sustainable development could be considered social movements.
