Cultural tourism could be defined as tourism that focuses on cultural attractions, activities and practices as major motivating factors for travel. It can include a number of sub-sectors, such as Heritage Tourism, Arts Tourism, and Indigenous Tourism.

Cultural tourism has traditionally been difficult to define because of diverse and changing definitions of culture. The cultural theorist Raymond Williams (1976) once described culture as one of the most complex words in the English language, going on to define it as referring to both ‘the arts and learning’ and ‘a whole way of life’ of people.
