The concept of ‘needs’ is a controversial construct if placed in a social context. The conceptualization most cited within the policy literature is derived from Bradshaw's (1972) taxonomy of needs and is set out in a hierarchical form. ‘Felt need’ is positioned as the base of this hierarchy, and is defined as when people are conscious of their needs but do not explicitly recognize them as such, so they remain largely hidden. Next in the hierarchy is ‘expressed needs’, this is when an individual becomes aware of their needs and these needs become demands.
