India's neighbourhood policy is more than a mere subset of its foreign policy. Ever since Indian Independence, the neighbourhood has always received prime attention of the leadership. This has been quite visible in the selection of seasoned diplomats to represent India in the neighbouring countries and the economic as well as the political capital that India spends to maintain friendly relations with each of the countries in the face of challenges of legacy issues and fear of its dominance as the preponderant country in the region. The current government's ‘Neighbourhood First’ policy is a natural outgrowth of the policy advocated by previous governments towards India's neighbours.
