With the end of the Cold War, the USA emerged as the pre-eminent world power, possessing a global reach in defence, financial and economic terms. The Russian state that succeeded the Soviet Union in 1991 initially imparted a pro-USA tilt to its foreign policy. That would not have been taxing for India, except that Russian Foreign Minister Kozyrev focused almost exclusively on partnering with the West. As a result, India–Russia ties initially languished.
