In including infrastructure as one of seven subjects in our list of intergenerational issues needing greater attention, we have made an exception to one of our selection criteria: to focus on issues that are not yet receiving adequate attention of policy makers. In fact, infrastructure has been a priority agenda for every Indian government during the past 15 years, if not longer.
