This chapter draws on a research project conducted over the past three years that has examined the perceptions of teachers and pupils as the literacy strategy has affected them. Of 120 heads of English who completed a questionnaire three years ago four were interviewed in depth in July 2001 in order to find out whether their perceptions had changed since that time. Their responses are recorded here in the form of monologues. They express their dismay and discomfort that, although the Framework allows some flexibility, it proposes a straitjacket for teaching that has not been adequately researched with teachers themselves.
