Tier 1 instruction is the instructional program that occurs in the general education classroom. Tier 1 is particularly important for a few reasons. First, RTI, with its roots in the preventive sciences, relies heavily on proactive approaches for ensuring high success rates in the general population. Second, the Tier 1 focus on all students is the most cost-effective means of addressing the needs of learners (Mellard & Johnson, 2008).
