“Beginning with the end in mind” (Covey, 2004, p. 95) is advice applicable to school leaders starting the process of RTI implementation. As explained in the previous chapter, if a systemic approach to RTI is adopted at the beginning of the implementation process, RTI can become the organizing framework around which secondary schools align their mission, vision, and values with schoolwide programming. More specifically, RTI should become a system through which schools work to increase student achievement rather than operating as a piecemeal program operating in isolation.
