If we are to be successful in achieving our goal to improve graduation rates, we must ensure that elementary schools lay the foundation for excellence and equity. For school districts to improve graduation rates, they must first examine the quality of their educational system from kindergarten right through to Grade 12. Research has clearly shown that academic success in elementary school is a strong predictor of success in high school. Hammond, Linton, Smink, and Drew (2007) found that low achievement was a major predictor linked to dropping out of high school.
