As long as there is crime, there will be grant monies to combat it. Not only is this true in the late 1990s, but it was true 25 years ago, and it will be true 25 years from now. Congress periodically manages to authorize and appropriate millions of dollars for the latest “war against crime,” whatever that phrase really means. Most recently, this war manifested itself in the Violent Crime Control and Law Enforcement Act of 1994, a multifaceted piece of legislation designed to strike a balance between tough crime control measures and somewhat softer preventive measures.
