In Western liberal democracies, women constitute at least half of the voters. Why, then, are they so under-represented among elected representatives in parliaments? In most of these countries women have had the vote for over 70 years. Surely this is sufficient time for women voters to alter significantly the gender composition of elected representatives in the various parliaments. The puzzle is not relieved by the more recent democracies of newly independent countries: there the same pattern prevails.
