Is game theory a value-neutral science?

We have alluded earlier to the assumption of rationality on which game theory is based. Many game theorists assert that this assump-tion does not imply a value system but only a motivation to maximize one's utility, a utility that could be based on any value system whatsoever. When the pursuit of self-interest leads to suboptimal outcomes, as in the prisoners’ dilemma (discussed later in the book) game theory asks if one could engineer a return to optimality by changing the incentive structures at play, but without interfering with the unfettered operation of self-interest.
