This chapter discusses contextual factors of three inter-related issues, those of crime, risk and punishment/rehabilitation, as a precursor to appreciating the theoretical accounts outlined in the chapter that follows and the practice implications discussed in Chapters 10 and 11. This continues our exploration of legal and criminal justice contexts of the BPS’s stage one training and conducting interventions of stage two. A discussion is presented that unpicks the idea of the politicization of these concepts and provides the background to crime trends, rise of risk consciousness and the punishment–rehabilitation debate, thus filling an important comprehension gap when looking at all aspects of stage two core roles.
