Our research suggests that the degree of implementation of initiatives, including such things as a new principal-evaluation system or a principal professional growth plan, by school leaders is a powerful variable that is often independent of the brand name of the program. Another way of saying this is that great programs that are poorly implemented have little opportunity for positive impact.
