During the last half of the 1980s, responsibility for community problem solutions and initiation of change efforts shifted from the federal government to state agencies and local community groups. Reductions in federal budgetary support for social programs were certainly one important factor contributing to this shift, but other changes were occurring in local communities that solidified the change in locus of intervention activity.
