Evaluation is part of a spirit of enquiry that is more effective when there is a climate of trust, a willingness to be open, a genuine concern to be constructively critical and an interest in working co-operatively as part of a team. (Cowie and Wallace, 2000, p. 164)

The major purpose of a review and evaluation is to determine whether the intervention has made a difference. Prior to asking ‘Does it work?’, however, it is important to establish what ‘it’ is and that ‘it’ has actually been implemented.
