Introduction

In 1979, Bob Dylan wrote ‘the times they are a changing'. Not only are things different as time goes by but time itself is different. The notion that the nature and quality of time itself is changing is one we can grasp easily at an emotional level but find difficult to accept at an intellectual level. Time as measured by the orbit of the earth may have changed little but as measured on earth it seems to have a variable and relative quality. The race against time may be explained by the fact that with each step further towards a global economy time becomes a scarcer and more valuable commodity. Time is money. Its increasing scarcity ...
