1. Introduction
Promoting the continuing professional development (CPD) of teachers must be a priority for any government which aims to raise educational standards. The challenge is to decide how best to do this within the context of recent reforms. The scope of the reforms and the speed of implementation have been well documented but the impact on CPD is less well known. They demonstrate a mix of tight central regulation (e.g. over teachers’ conditions of service) and local autonomy (e.g. decisions about the selection and appointment of teachers).
