This chapter begins with a brief introduction to clarify what is meant by the term ‘special educational needs (SEN). We follow this with a discussion of four themes:

  • A historical overview of SEN from the 1950s to the present.
  • The extent to which SEN are created by educational systems.
  • Issues of exclusion.
  • Initiatives to support children with learning difficulties in inclusive educational cultures.

Our aim in this chapter is to draw attention to policy-related experiences in the education of pupils with learning difficulties.
