A society can be judged by its attitude to its youngest children, not only in what is said about them but how this attitude is expressed in what is offered to them as they grow up (Goldschmied and Jackson, 1994: 1).

If we look at what is offered to young children in England1 today we see a history of patchy provision, a huge investment by the present Labour government and some deeply ambivalent attitudes.
