In this chapter I will explore the origins and nature of the ‘institutional abuse’ of disabled people, with particular reference to people with learning difficulties. I would stress here that when using the term ‘abuse’ I do not mean sexual or violent physical abuse, perpetrated by rogue carefs and/or others, though this has certainly been a feature of the experience of institutional living for many disabled people. Rather, I mean the pervasive violation of the right of disabled people to experience the same quality of life as other ‘non-disabled’ citizens; a form of discrimination akin to institutional racism or sexism.
