[Page 68]Once you know what you’re trying to do, how will you know what to do about it? Before making plans, it’s important to go to your aspiration and ask: what will it take to achieve it? And what factors are standing in our way?
This is what it means to understand the delivery challenge: the nature and size of the barriers to the delivery of your aspiration, an assessment of what your system is currently doing to overcome them, and a view on how that work could be improved.
